1. PCN and Notice to Owner
The early stage concerns payment, informal challenges where available, and formal representations after a Notice to Owner. Deadlines and discount periods vary by notice and service method.
2. Charge Certificate
A Charge Certificate increases the amount after the earlier process was not resolved. Official guidance explains that the authority can later register the increased charge as a debt.
3. Order for Recovery
After debt registration, an Order for Recovery gives a short period to pay or use the correct court-stage form on an applicable ground. GOV.UK currently describes this as 21 days.
4. Witness statement or statutory declaration
The form depends on the contravention. Parking cases commonly use TE9; late filings may require TE7. Other categories can use PE3 and PE2.
5. Warrant and enforcement agent
If the registered debt remains unresolved, a warrant can authorise enforcement agents. At this point, verify the warrant and trace any missing notices immediately.
