What TE7 actually does
TE7 is an application for more time. It does not decide whether the original PCN was valid, and it is not the witness statement itself.
For a parking witness statement filed out of time, the official form says TE7 must be sent with TE9. The court officer considers the timing application using the explanation and supporting circumstances you provide.
What your explanation needs to address
Build a short, factual timeline showing when you first became aware of the enforcement and why you could not act within the normal period.
- Use specific dates where you know them.
- Explain address changes, post problems, absence, illness or other relevant events accurately.
- Connect each circumstance to the missed deadline.
- Mention documents that support the timeline, but do not invent evidence.
Common mistakes
A long argument about signage or the original parking event does not answer the TE7 timing question.
- Sending TE7 without the corresponding TE9 witness statement.
