The four grounds on the official form
TE9 asks you to select the ground that truthfully describes the procedural failure in your case.
- You did not receive the Notice to Owner or relevant Penalty Charge Notice.
- You made representations on time but did not receive a Notice of Rejection.
- You appealed to the tribunal on time but received no response.
- You paid the penalty charge in full.
Before completing TE9
Use the penalty charge number, vehicle registration, authority and contravention details shown on the Order for Recovery. Read the exact wording on your version of the official form.
- Confirm that TE9 is the form named for your type of contravention.
- Keep proof of submission and copies of what you send.
- Do not select a ground simply because it sounds closest to an appeal argument.
If you never received the earlier notice
The non-receipt ground concerns the Notice to Owner or the relevant PCN named on the form. Record address history and the date you first discovered the enforcement process.
A successful witness statement does not automatically cancel every PCN. GOV.UK explains that the authority may cancel, issue a fresh notice, or refer the matter to a tribunal depending on the ground and case.

TE9 is verified by a statement of truth. The official form warns that contempt proceedings may follow a false statement made without an honest belief in its truth.
